Hmmm, something tells me I’m missing something from the name. City Garden seems to be a spot, so my searches are wanting something more specific, such as the hotel chain. I found Hilton of City Garden, etc.
Just update your question if this isn’t right. I’ll keep on looking.

I read lots of bad reviews about those in Chung King Mansion and also Mirador Mansion. Any other nicer budget places that are near mrt, clean and safe?

It is not very new, but you should go to the holiday Inn Golden Mile in tsim Sha Chui, the distance is not a problem because the MTR provides very convienient travel that is fast and quick
